How do I get a Theme Topper?

Theme Toppers drop from the Party Supply Box, and also appear in order rewards and chests. They're uncommon, but never endless: the game guarantees one within a bounded number of taps, so a dry streak always ends. Drag a Topper onto a top-tier item (like a Custom Cake) to create a themed showpiece.
