Why can't items in the Supply Closet fill orders?

This is a rule, not a bug: nothing acts from the closet. Items stored there can't be delivered, merged, or sold. To use a stored item, drag it back onto the board first. The closet is for convenience only — every chapter can be completed using just the 4 free slots. You never need to buy more.
